Cabinet Secretary

MR. SIMON K. CHELUGUI, E.G.H. 

Simon Kiprono Chelugui is the current Cabinet Secretary for Labour and Social Protection following his recent appointment in January 2020. Prior to this, he served as the Cabinet |Secretary Water.  Simon holds a Master’s Degree (Msc) in Finance, Investment & Strategic Management and Bachelors of Commerce (Management Science Option) Degree from the University of Nairobi, Kenya. He has also been extensively trained in Corporate Governance. Simon has over twenty years work experience in corporate governance, Policy Formulation, monitoring and reviewing implementation and technical policies; Water Engineering, Finance, Investment & Strategic Management and has worked directly with different Government institutions.  Simon was vested with Elder of Golden Heart (EGH) Presidential Award for his outstanding stewardship and service.

Chief Administrative Secretary

PATRICK KETURET OLE NTUTU

Patrick Keturet Ole Ntutu is the current Chief Administrative Secretary for Labour and Social Protection following his recent appointment in January 2020. Prior to this, he served as the Chief Administrative Secretary, Ministry of Interior and Coordination of National Government.  Mr. Patrick Ole Ntutu holds a Master’s in Business Administration (Finance) and a Bachelors in Business Administration from the University of Roosevelt University, Chicago, Illinois, USA.

Mr. Patrick Ole Ntutu has proven skills and knowledge in institutional management that includes program design, implementation and control; project finance and administration, funds allocation management, project cycle management and resource management with 8 years of working experience in the civil service.  He has also represented Narok West in Parliament between the year 2013 and 2017 when he served as a Member of Parliament.

While in Parliament, he was involved in investigation, inquiring into and reporting on all matters related to coordination, control and monitoring of the national budget; discussing and reviewing financial estimates and making recommendations to the House; and examining the Budget Policy Statement presented to the House and examine Bills related to the National Budget including the Appropriation Bill.

 

Principal Secretaries

Eng. Peter K. Tum, OGW
PRINCIPAL SECRETARY, STATE DEPARTMENT FOR LABOUR
Eng. Peter K. Tum, OGW was appointed by His Excellency the President Uhuru Kenyatta to his current position as Principal Secretary, State Department for Labour in the Ministry of Labour and Social Protection on 1st March 2019. Prior to his current appointment, Eng. Tum served as the Principal Secretary, Ministry of Health. He holds a Master’s Degree in Energy Management from the University of Nairobi, a Bachelor of Industrial Technology from Egerton University and a Post- Graduate Diploma in Medical Electronics from the University of London. Eng. Tum comes with a wealth of experience having previously served as the Chief Executive Officer of Kenya Medical Training College (KMTC).

MR. NELSON MARWA SOSPETER, EBS 

Mr. Nelson Marwa Sospeter, EBS- Principal Secretary, State Department of Social Protection, Ministry of Labour and Social Protection. Mr. Marwa oversees the design and implementation of policy reforms in Child Protection, Older Persons and Persons with Disability Sector. He provides strategic leadership in the design and execution of innovative programmes that strengthen service delivery to the vulnerable people in the communities across the country.
